"Drive Sober or Get Pulled Over" Crackdown Begins Statewide

(Galloway Township)– Police agencies from around New Jersey are gearing up for the state’s largest annual drunk driving crackdown. The 2017 “Drive Sober or Get Pulled Over” Statewide Labor Day CrackdownbeginsAugust 18 and concludes on September 4. During the campaign, local and state law enforcement officers will conduct sobriety checkpoints and roving patrols targeting motorists who may be driving while impaired by alcohol or drugs.

“Drive Sober or Get Pulled Over” is a national campaign designed to raise awareness about the dangers of drinking and driving through high-visibility enforcement backed up by educational activities including national radio and television advertisements, posters, banners and mobile video display signs. The campaign looks to curtail impaired driving during the busy summer travel season, including the Labor Day holiday period.

“Despite years of enforcement and public awareness efforts, too many people still make the unfortunate decision to get behind the wheel while impaired. Nearly 30% of all motor vehicle fatalities in New Jersey are alcohol related,” said Gary Poedubicky, Acting Director of the NJ Division of Highway Traffic Safety. “This is a zero tolerance campaign. If drivers are caught operating their vehicle while impaired they will be arrested,” he added.

As part of the initiative, the Division of Highway Traffic Safety provides grants to local police agencies throughout the state to run the two-week campaign. During last year’s crackdown, participating agencies made 1,649 DWI arrests.

Law enforcement agencies participating in the Drive Sober or Get Pulled Over 2017 crackdown offer the following advice:

  1. If you plan to drink, designate a driver, someone who will not drink alcohol, before going out.
  2. Take mass transit, a taxi or ask a sober friend to drive you home.
  3. Spend the night where the activity is held.
  4. Always buckle up, every ride, regardless of your seating position in the vehicle.  It’s your best defense against an impaired driver.
  5. If you’re intoxicated and traveling on foot, the safest way to get home is to take a cab or have a sober friend or family member drive you to your doorstep.

Sally Wando
On August 15, 2017, Galloway Township Police took a report from a senior citizen resident of Waretown, NJ, who believed he was being scammed by a psychic.  The gentleman had been visiting a psychic he knew as “Kim” who operates Village Psychic in the Smithville section of Galloway Township.
As he met with Kim, she offered him treatments to cleanse his soul and allow him to live in peace. The first visit required a payment of $5,000. After additional visits, Kim recommended a 14 step Chakra program for him to complete which would cost $10,500 per step.
Kim advised him that he had eight evil spirits that only she could eradicate via the 14 steps. Investigation revealed that Kim exploited information she learned about the gentleman’s unpleasant childhood in order to make him believe she could bring him relief.

She also predicted further torment in this life and the afterlife if he did not complete the 14 steps.  The gentleman ultimately agreed to the steps and was provided specific instructions to transfer $147,700 from his checking account to her son Frank Marco’s car business, Frank’s Classic Carz in Ventnor.
It was further explained by Kim that he should tell no one of the arrangement or more evil spirits would need to be cleansed.  He was directed to tell the bank tellers that he was buying a car.
During interviews, both Kim and Frank claimed that the transferred money was for the purchase of a vehicle at Franks Classic Carz and not for soul cleansing or a Chakra program.
After further investigation these statements were unsubstantiated.
Frank Marco
Sally “Kim” Wando, age 49 of Galloway and Frank T. Marco, age 24 of Ventnor, were arrested by Detective Jason Kiamos on August 25, 2017, and charged with second degree Theft by Deception and Conspiracy to Commit Theft, a crime of the third degree.

The AtlantiCare Foundation contributed $10,000 towards Prosecutor Damon G. Tyner’s directive for every patrol officer to be equipped with the lifesaving drug Naloxone. The funding will be used to cover the cost of replenishing the drug when it is depleted.
“We are grateful to AtlantiCare for their contribution to this very necessary initiative to save the lives of those who experience opiate overdose. By working with AtlantiCare, our police officers will be equipped with this opiate antidote and have the ability to save lives in Atlantic County,” Prosecutor Tyner said.
“We are in the middle of a public health crisis as it pertains to opioid addiction and drug related deaths. I have stated repeatedly that we cannot arrest our way out of this situation,” he said. “The important part now is trying to save some lives, and give people an opportunity to get the appropriate treatment.”

AtlantiCare said they look forward to working together to reduce the number of lives lost in Atlantic County due to opioids.
There are 20 municipal and county law enforcement agencies in Atlantic County and ACPO Chief of Detectives Daren Dooley said within the next month there will be enough Naloxone to equip every officer on the street. The initial supply of naloxone will be paid for with forfeiture funding, Chief Dooley said.
Police officers in Atlantic City, Pleasantville, Ventnor, Galloway Township, Linwood, Hammonton, and Stockton University are already carrying naloxone. Pleasantville Police Department pays for the drug with their forfeiture funds.
Prosecutor Tyner said he wants the number of naloxone administrations to decrease across the county and the directive for county police departments to be equipped with the antidote is to make sure every municipality is prepared.
“Partnerships like this one are vital to complete the mission of saving lives. This is an epidemic afflicting every community, and it does not discriminate. We cannot sit by idly and watch as lives and families are destroyed,” Prosecutor Tyner said.

MAYS LANDING- Following a month and a half long investigation by detectives from the Atlantic County Prosecutor’s Office and the Galloway Township Police Department, a township couple was arrested Friday and charged in connection to the aggravated assault and endangering the welfare of their toddler daughter.
Friday morning detectives from the Atlantic County Prosecutor’s Office Special Victims Unit and the Galloway Township Police Department arrested Yolanda Torres, 33 and Jose Velez, 52.
Torres was charged with second degree Aggravated Assault and two counts of second degree Endangering the Welfare of a Child. Velez was charged with two counts of second degree Endangering the Welfare of a Child. Upon his arrest, Velez was found to be in possession of Xanax pills and was also charged with Possession of a Controlled Dangerous Substance and possession with the Intent to Distribute a Controlled Dangerous Substance.

The State alleges Torres committed an aggravated assault on her two-year-old daughter on July 10. No medical attention was sought for the child until she had a series of seizures.
Later that night, the child was flown to Cooper University Hospital with life threatening injuries. Subsequent medical evaluation showed the child’s injuries included multiple bone fractures, a brain bleed and deep burns to her hand and foot. Torres attributed the injuries to a series of “accidents.”
Further investigation showed that while in the couple’s custody the child lost weight and some of her hair and otherwise displayed a failure to thrive. The conclusion of the medical doctor was that the “combined physical traumas and psychological traumas raise the girl’s diagnosis to “the level of torture.”
The child has been out of Torres and Velez’ custody since the time of the incident.
Chief Assistant Prosecutor John Flammer is prosecuting the case.
These charges are merely an accusation and not proof of guilt. In all criminal cases, a charged defendant is presumed innocent unless and until proven guilty.
