Somers Point Police Officer Indicted on Nine Criminal Counts; Official Misconduct, Terroristic Threats, Aggravated Assault

MAYS LANDING – A Somers Point police officer was indicted yesterday on 9 criminal counts in connection with alleged acts of domestic violence against a female victim, and of witness tampering, committed in 2015 and 2016, Acting Atlantic County Prosecutor Diane Ruberton announced.
Yesterday, Tuesday, January 10, 2017, an Atlantic County Grand Jury indicted Samuel E. Clerico, 49, of Carriage House Lane, Egg Harbor Township for:

On December 15, 2015, in Absecon:
  • Official Misconduct, for “showing his police identification to obtain entry into the hotel room of the female victim, knowing that such act is unauthorized”—a 2nd degree crime,

On December 16, 2015, in Egg Harbor Township:
  • Terroristic Threats, to a female victim—a 3rd degree crime, 
  • Possession of a Weapon for an Unlawful Purpose, a “.40 caliber Glock 23 handgun”—a 2nd degree crime, 
  • Aggravated Assault, for “knowingly under circumstances manifesting indifference to the value of human life, point[ing] a firearm at or in the direction of” the victim—a 4th degree crime, 
  • Official Misconduct, for “discharging his duty weapon during an argument with” the victim—a 2nd degree crime,

On December 18, 2015, in Linwood: 
  • Witness Tampering, for “unlawfully and knowingly harm[ing]” Somers Point Police Sergeant “Howard Dill ... with purpose to retaliate for or on account of service of another as a witness,”—a 2nd degree crime,

On September 19, 2016, in Egg Harbor Township:
  • Aggravated Assault, for attempting to cause serious bodily injury against the female victim—a 2nd degree crime, 
  • Aggravated Assault while having a dating relationship and/or being a household—a 3rd degree crime, and 
  • Witness Tampering, by “knowingly attempt[ing] to induce or otherwise cause [the female victim] to recant her statement to police concerning the incident that occurred on or about December 16, 2015”—a 3rd degree crime. 

Egg Harbor Township Police arrested Clerico for the December 16, 2015 incident the same day. Clerico was released, after posting $2500.00 full cash bail set by Egg Harbor Township Municipal Court Judge H. Robert Switzer. 
Clerico was arrested two days later, charged with assault and witness tampering of Sgt. Dill, and was released on his own recognizance by Municipal Court Judge Howard Freed.
Clerico was arrested again the day of the September 19, 2016 incident, and was released after posting $10,000 full cash bail, set by Judge Switzer. By court order, Clerico was subject to GPS monitoring for one month, then was scheduled to regularly report in person to the court. 
Clerico is currently suspended without pay by the Somers Point Police Department. 
A conviction for a 2nd degree crime carries a potential penalty of 5-10 years of incarceration in New Jersey State Prison. The potential penalty for a 3rd degree conviction is 3-5 years in prison, and the potential penalty for a 4th degree conviction is up to 18 months imprisonment. 
Assistant Prosecutor Harlee Stein represented the State in the matter.

Atlantic City Man Indicted on Child Pornography and Sexual Conduct

MAYS LANDING – An Atlantic City man was indicted last week for causing a child to engage in pornography, and for engaging in sexual conduct with 7 additional children, Acting Atlantic County Prosecutor Diane Ruberton announced.
A year-long investigation of the Atlantic County Prosecutor’s Office Computer Crimes Unit resulted last week in a 12-count indictment of Sherman W. Miller, 49-years-old, of Oceanic Terrace, Atlantic City.
On Wednesday, January 4, 2017, an Atlantic County Grand Jury indicted Miller for:
  • Endangering the Welfare of a Child by Causing the Child to Engage in Pornography—a crime of the 1st degree, 
  • The Possession or Viewing of a Pornographic Image Depicting the Sexual Exploitation or Abuse of a Child—a 3rd degree crime, 
  • (7) counts of Endangering the Welfare of a Child by Engaging in Sexual Conduct with children—3rd degree crimes, 
  • Obscenity for Persons Under the Age of 18, for knowingly showing obscene material to various persons juveniles—3rd degree, 
  • Failing to Register as a Sex Offender, 3rd degree, and 
  • Failing, as a Registered Sex Offender, to Register a Change of Address with 10 days of that change—a crime of the 3rd degree. 

In January 2016, a joint investigation by law enforcement in Texas and the Atlantic County Prosecutor’s Office Computer Crimes Unit led to the arrest of Miller by detectives of the Prosecutor’s Office on February 4, 2016 at his Atlantic City home. Miller was charged with: Endangering the Welfare of a Child under the age of 14, Obscenity, Failing to Register as a Sex Offender, and Failure to Notify as a Sex Offender a Change of Address. The State alleges that Miller sent the images from New Jersey electronically to the juvenile victim in Texas. 
The arrest was made without incident. Detectives processed Miller for the arrest and lodged him in the Atlantic County Justice Facility on $50,000 cash / no 10% bail set by Atlantic County Superior Court Judge Patricia M. Wild. Miller has remained in custody since the arrest.
Continued investigation by Prosecutor’s Office detectives resulted in the identification of the additional crimes and additional child victims in 7 more States—Michigan, Georgia, Massachusetts, California, Missouri, South Carolina, and Mississippi—that led to last week’s indictment.
The State alleges that Miller transmitted still photographs of his penis to the victims, then sent the victims video of him masturbating. The State further alleges that Miller induced one victim to send images back; that action resulted in the 1st degree indictment for causing the child to engage in pornography. The age-range of the 8 victims was 9 to 14 years.
Miller is a Tier 2 registered sex offender.
A conviction for a 1st degree crime carries a potential penalty of 10-20 years of incarceration in New Jersey State Prison. The potential penalty for a 3rd degree conviction is 3-5 years in prison.

Police Investigate Shooting in Pleasantville; Atlantic City Man Apparent Victim

PLEASANTVILLE – Police are investigating the shooting death in Pleasantville of an Atlantic City man, Acting Atlantic County Prosecutor Diane Ruberton announced.
Pleasantville Police responded on Tuesday, January 10, 2017, at 10:42 p.m. to the intersection of North Main Street and Leeds Avenue, Pleasantville, in response to a 9-1-1 call reporting shots fired.
Upon arrival, police found Ruben Reyes, 28, of Brigantine Boulevard, Atlantic City, the apparent victim of a shooting. Atlantic County Prosecutor’s Office Major Crimes Unit detectives also responded to the scene.

Reyes was pronounced dead at the scene.
Next-of-kin have been notified. An autopsy is pending.

Police Investigate Death of Atlantic City Man from Gunshot Wound

ATLANTIC CITY – Law enforcement is investigating the death of an Atlantic City man who was the victim of a shooting last week, and died in the hospital 3 days later, Acting Atlantic County Prosecutor Diane Ruberton announced.
Atlantic City Police responded on Monday, January 2, 2017 at 6:01 p.m. to the 1400 block of Cedar Court, Atlantic City, for a ShotSpotter alert and the report of a man shot.
Atlantic City EMS personnel and AtlanticCare paramedics also responded to the scene.
Upon arrival, police found Justin Farmer, 29-years-old, of Atlantic City, suffering from a gunshot wound. Farmer was transported to the AtlantiCare Regional Medical Center— City Division, in critical condition.
Farmer succumbed to his injuries and died in the hospital on Thursday, January 5, 2017. Next-of-kin were notified.
An autopsy performed by New Jersey Southern Regional Medical Examiner Office on January 5, 2017 determined the cause of death to be a gunshot wound, and the manner of death: homicide.
Detectives of the Atlantic County Prosecutor’s Office Major Crimes Unit and the Atlantic City Police Department continue the investigation.

Atlantic City Man Charged with Murder Arrested in North Carolina

ATLANTIC CITY – The man charged with the murder of an Atlantic City woman in Atlantic City two weeks ago, was arrested last week in North Carolina, Acting Atlantic County Prosecutor Diane Ruberton announced.
Joseph McCoy, 43, of 326 North Tennessee Avenue, Apartment 3, Atlantic City, charged two days after the murder and weapons possession charges, was arrested in Charlotte, North Carolina by officers of the Charlotte-Mecklenburg Police Department on Wednesday, January 4, 2017 without incident, and remains in custody pending extradition proceedings.
Atlantic City Police responded on Tuesday, December 20, 2016 at 4:22 a.m., to 326 North Tennessee Avenue, Apartment 3, Atlantic City, NJ, for a report that a woman had been found dead inside the home.
Atlantic City EMS, AtlanticCare paramedics, and detectives of the Atlantic County Prosecutor’s Office Major Crimes Unit also responded.

Upon arrival, police found Jacqueline Hoyle, 23-years-old, of the same address, dead of an apparent gunshot wound. The victim was pronounced dead at the scene by medical personnel.
An autopsy performed on Thursday, December 22, 2016, by the New Jersey Southern Regional Medical Examiner Office determined the cause of death to be a single gunshot wound, and the manner of death: homicide.
An intensive 2-day investigation by the Atlantic County Prosecutor’s Office Major Crimes Unit and the Atlantic City Police Department led to the issuance of a warrant complaint against Joseph McCoy on December 22, 2016, for the following charges.
  • Murder, that he “did purposely or knowingly cause the death of Jacqueline Hoyle...by shooting her at close range”—a crime of the 1st degree;
  • Possession of a Weapon for an Unlawful Purpose—2nd degree, and 
  • Possession of a Weapon by a Convicted Felon—a 2nd degree crime. 

Atlantic County Superior Court Judge Patricia M. Wild set bail on the charges at $750,000 full cash / no bond. 
A conviction for murder carries a potential sentence of incarceration in New Jersey State Prison for a period of 30 years to life. A 2nd degree conviction carries a potential sentence of 5-10 years in prison. 
The Atlantic County Prosecutor’s Office Major Crimes Unit and the Atlantic City Police Department continue the investigation of the crime, and the search for McCoy.

Greater Egg Harbor School Board Ordered to Pay Wrestling Coaches After Losing Arbitration Case

There seems to be no end in the continuing labor disputes between the Greater Egg Harbor Regional Education Association and the Greater Egg Harbor Board of Education.

On December 10th, 2016, Arbitrator Robert Glasson issued an Arbitration Award sustaining the position of the Association that the Board and Administration again violated the terms of the collective bargaining agreement. 

The arbitrator ruled that the language in the contract was clear and unambiguous and that the Board had violated the contract by failing to compensate three assistant wrestling coaches as prescribed in the contract. The Board was ordered to pay three assistant wrestling coaches $764 each.


Stephanie Tarr, President of the Association, stated “This is just another example of poor judgment by Superintendent, John Keenan and his Central Administration, which made the initial determination not to pay the assistant wrestling coaches what they were clearly entitled to under the terms of the contract and/or following the advice of its labor counsel, Joseph Betley, Esq. of the firm Capehart and Scatchard located in Mt. Laurel, to pursue the matter to arbitration.” 

The Association has filed numerous grievances since the arrival of Mr. Keenan and has been successful in pursuing those grievances to arbitration according to Tarr.

Myron Plotkin, NJEA Representative who represented the Association in the arbitration as well as all of the other arbitrations in the district said “This Administration has done nothing but waste taxpayers’ dollars on unnecessary legal fees to fight the Association and then lose the cases.  That is reprehensible and shows a complete disregard of the proper and best use of tax dollars and only demonstrates a lack of leadership.  In the instant case, the total amount due to the assistant coaches was $2,292. Not only did the Board have to pay that, it also incurred the expenses for its legal representation, advice, appearances and briefs which well exceeded the $2,292 due to the coaches.”


Tarr questioned whether or not the entire Board is being made aware of these arbitration cases and have actually read the arbitration Awards. “If the Board has not been made fully aware of these awards or has not bothered to read the entire Awards to see what the arbitrators had to say, well then shame on them.” she stated.  

“If they have read them and just don’t care or blindly follow the Superintendent and/or labor counsel, well then again, shame on them also!  Continually losing these cases coupled with the disruption due to the dispute in the contract negotiations should send a message to the Board and the community regarding the administration of this district and what has been occurring during the last 2½ years since Mr. Keenan has been Superintendent. Hopefully, the parents and community will say at some point, enough!” she concluded.

Two Atlantic County Men Arrested Charged with Promoting Prostitution of Children; Other Crimes

MAYS LANDING – Two Atlantic County men were indicted this afternoon for promoting the prostitution of children and other crimes, Acting Atlantic County Prosecutor Diane Ruberton announced.
A four-month investigation in 2015 by the FBI’s Child Exploitation Task Force resulted in charges on December 16, 2015 against Seleem Reynolds, now 26, of the 200 block of N. South Carolina Avenue, Atlantic City, and Mikal Mitchell, now 30, of the 500 block of Shore Road, Somers Point.
Seleem Reynolds was charged with Promoting the Prostitution of a Child under the age of 18, 2 counts of Promoting Prostitution, Endangering the Welfare of a Child, and Conspiracy. Mikal Mitchell was charged with 2 counts of Promoting the Prostitution of a Child under the age of 18, 2 counts of Endangering the Welfare of a Child, Terroristic Threats, and Conspiracy.

United States Marshals arrested Reynolds without incident in Galloway Township on December 21, 2015, and lodged him in the Atlantic County Justice Facility on $300,000—no 10% bail set by Atlantic County Superior Court Judge Patricia M. Wild. Reynolds has remained in custody since.
Mitchell was subsequently arrested without incident in Jersey City, NJ, by Jersey City Police, and was lodged in the Hudson County Correctional Facility on bail set by Atlantic County Superior Court Judge Wild at $250.000—no 10%, with additional bail of $20,000—no 10%, for the Terroristic Threats charge. Mitchell was later transferred to Camden County Jail, where he has remained in custody
The focus of the investigation was the exploitation of children under the age of eighteen, and of an adult female, for the purposes of promoting prostitution. The FBI’s Child Exploitation Task Force (CETF) is staffed by members of federal, state, county and local law enforcement agencies and has two primary goals:
1. Identify and prosecute those involved in the sex trafficking of minors, and
2. Recover the minor victims to ensure their safety and provide them access to theservices they need.
Detective Greg Engstler, of the Atlantic County Sheriff’s Office, and Detective Paul Vanaman, of the Department of Human Services Police—both members of the FBI’s CETF—were lead investigators in the four-month investigation, and were assisted by Atlantic County Prosecutor’s Office Sergeant Bill Adamson and Detective Jennifer Cugini.
Three child victims were located and placed under protection during the investigation.
On Thursday, January 12, 2017, an Atlantic County Grand Jury indicted Reynolds and Mitchell for:
  1. Conspiracy to Promote Prostitution of a Minor—a crime of the 2nd degree, 
  2. Promoting the Prostitution of a Child Under the Age of 18—a 1st degree crime, 
  3. Endangering the Welfare of a Child, that they “did knowingly engage in sexual conduct with [the child]”—3rd degree crime, 
  4. Promoting the Prostitution of a (2nd) Child under the age of 18—1st degree, and 
  5. Endangering the Welfare of a (2nd) Child, that they “did knowingly engage in sexual conduct with [the child]”—3rd degree crime. 
The Grand Jury further indicted Seleem Reynolds for: 
  • Two Counts of Promoting Prostitution (of adults)—3rd degree crimes, and

The Grand Jury further indicted Mikal Mitchell for:
  1. Promoting the Prostitution of a (3rd) Child under the age of 18—1st degree, 
  2. Endangering the Welfare of a (3rd) Child, that they “did knowingly engage in sexual conduct with [the child]”—a 3rd degree crime, and 
  3. Terrorist Threats—a 3rd degree crime. 
Assistant Prosecutor Danielle Buckley represents the State in the matter. 
A 1st degree conviction carries a potential sentence of incarceration in New Jersey State Prison for a period of 10-20 years. The potential prison sentence for a 2nd degree conviction is 5-10 years of imprisonment. A 3rd degree conviction carries a potential prison penalty of 3-5 years.

8-Year Investigation Leads to Jury Conviction of Woman Murdering Boyfriend in 2006

MAYS LANDING — An Atlantic County woman was convicted today of murdering her boyfriend inside their Egg Harbor Township home in 2006, Acting Atlantic County Prosecutor Diane Ruberton announced.
Yesterday afternoon, Thursday, January 19, 2017, concluding a 7-day trial, an Atlantic County jury found Eileen Leone, now 46, guilty of the 2006 murder of Darius Smith, 32- years-old, inside the Egg Harbor Township home that they shared with their 4-year-old child.
On June 29, 2006 at 9:27 p.m. Egg Harbor Township police responded to a 9-1-1 call made by Eileen Leone, then 35-years-old, from inside the couple’s home in the Heathercroft Condominium complex, EHT. Police found Smith in the living room, suffering from head injuries.

Emergency personnel transported Smith to the AtlanticCare Regional Medical Center— City Division, where he died of his injuries hours later. Atlantic County Medical Examiner Dr. Hydow Park performed the autopsy that determined the victim died from blunt force trauma to the head.
An 8-year investigation by the Atlantic County Prosecutor’s Office Major Crimes Unit led to a direct presentment of the case to an Atlantic County Grand Jury on the morning of September 9, 2014. The Grand Jury indicted Eileen Leone for murder—a 1st degree crime.
Leone, living then on the 8000 block of Atlantic Avenue, Margate, NJ, was arrested later the same day, at 9:45 p.m., on the 100 block of Longport Blvd., EHT, by Atlantic County Prosecutor’s Office Major Crimes Unit detectives, and members of the Egg Harbor Township, Somers Point, and Ventnor Police Departments.
Leone was lodged in the Atlantic County Justice Facility in lieu of $750,000 cash bail, set by Atlantic County Superior Court Judge Michael Donio.
The jury trial before Atlantic County Superior Court Judge Michael Blee began on January 4, 2017 and concluded yesterday, after 4 hours of deliberations.
During the trial, Atlantic County Assistant Prosecutor David Ruffenach, who represented the State in the case, presented evidence that Leone and Smith had been involved in an escalating argument during the day of June 29, 2006, and that Leone attacked Smith from behind as he sat on a couch, striking him repeatedly with a fireplace poker—the only poker in a rack of 4 fireplace implements that was found by police to be clean, the other three coated in dust. The State alleged that Leone’s actions shattered Smith’s skull and caused his death in the hospital the next day.
Prosecutor Ruffenach further argued that Leone called 9-1-1 and claimed, then and in several subsequent interviews in which she gave widely conflicting versions of events, that an unknown individual, or unknown individuals, had entered the house that night and attacked Smith.
Judge Blee scheduled Eileen Leone’s sentencing for March 3, 2017 at 8:45 a.m.
Assistant Prosecutor Ruffenach said, “It took ten years to bring this matter to its proper conclusion, and although we know that nothing can make up for the loss of a family’s loved one, we are happy that we could provide some justice and provide some peace for the family of Darius Smith.”

Grand Jury Cleared AC Police Officers in 2016 Police-Involved Shooting

MAYS LANDING – An Atlantic County Grand Jury reviewed the evidence today of the September 2016 police-involved shooting death of a Camden man. The Grand Jury declined to bring criminal indictments against the involved Atlantic City police officer, Atlantic County Acting Prosecutor Diane M. Ruberton announced.
On Saturday, September 3, 2016, at 2:34 a.m., two uniformed Atlantic City police officers on patrol observed a robbery in progress being committed near the Caesars Atlantic City parking garage on Arkansas Avenue.
The officers observed a group of 6 males. As one Atlantic City police officer exited the vehicle the officer was shot and injured. The second police officer returned fire, hitting one suspect, who fled the scene. All other persons involved in the robbery also fled the scene in different directions. The suspect who had been shot was located approximately 11⁄2 blocks away, on Missouri and Pacific Avenues, collapsed and deceased.
The police officer was treated at the scene by responding emergency medical personnel, and transported to the AtlantiCare Regional Medical Center—City Division, in critical condition.
All 5 persons of interest sought by law enforcement were located and identified.
The investigation revealed that 3 of the men had been victims of an armed robbery committed by the other three men: the deceased man, and two others. The 3 robbery victims cooperated with police, and were released, no longer detained for investigation by police.
The 3 suspects were identified. The deceased man was identified as Jerome Damon, 25, of Camden, NJ. Jerome Damon’s next-of-kin were notified.
New Jersey State Police arrested the other two suspects later the same day, arresting Martel D. Chisholm, now 30, of Bayview Avenue, Pleasantville, NJ, and arresting Demetris Cross, 28, of Burlington Road, Bridgeton, NJ. Both men were located and arrested without incident in Bridgeton, NJ, and the men were transferred to the custody of the Atlantic County Prosecutor’s Office.
Chisolm and Cross were processed for the arrests by Detectives of the Atlantic County Prosecutor’s Office, and were charged with 2 counts of Attempted Murder (of the two police officers), Robbery, Conspiracy, and Weapons charges.
Both men were lodged in the Atlantic County Justice Facility on $750,000 full cash / no 10% bail set by Atlantic County Superior Court Judge Bernard E. DeLury Jr., where they remain.
These charges are pending grand jury, and are an accusation and not proof of guilt. In all criminal cases, a charged defendant is presumed innocent unless and until proven guilty.
The Atlantic County Prosecutor’s Office investigated the police-involved shooting, as mandated by New Jersey Attorney General Directive, and today, Wednesday, January 25, 2017, Acting Prosecutor Diane Ruberton presented the case to an Atlantic County Grand Jury.
The Grand Jury declined to indict the police officer for his/her actions.

In compliance with the Attorney General’s Law Enforcement Directive regarding uniform statewide procedures and best practices for conducting police-use-of-force investigations, Atlantic County Acting Prosecutor Diane M. Ruberton has reviewed the entire matter and issues the following public statement of the findings regarding the September 3, 2016 shooting.

Greater Egg Harbor Regional School Board and Education Association Settle Contract

After 2 ½ years of labor unrest between the Greater Egg Harbor Regional Education Association and the Greater Egg Harbor Board of Education, both parties have approved and ratified an Addendum to the prior Memorandum of Agreement resolving the remaining two issues holding up a final contract. 

Following a dispute regarding 2 provisions of a Memorandum of Agreement reached between the parties in December with the assistance  of a state appointed super-conciliator, the Association voted to ratify an Addendum to the Memorandum last Monday, January 23rd. The Board, who was to vote on the Addendum that same day at its regular Board meeting, could not do so due to a lack of a quorum. They held a special board meeting on Saturday, January 28 at which time they also approved the Addendum.


Following the approval of the original Memorandum in December, the Board then did not agree to two provisions of the Memorandum. They claimed that the starting salaries for support staff employees were too high even though the Association had provided them with the draft salary guides a week prior to their vote to approve the Memorandum and received no notice from the Board of any issues with the Association’s guides. 

The Board also argued that the school year should have been increased from 184 days to 185 days. The Association disagreed that it had ever agreed to an additional work day.  Super-Conciliator Martin Scheinman, when asked for clarification, stated in writing that the salary guides needed to be mutually agreed upon but that the Board’s position regarding the adding of an additional day to the work year was incorrect and that no such agreement had been made.  

Stephanie Tarr, President of the Association, stated that the Super-Conciliator made it perfectly clear that there was no agreement to add the additional day. Joe Betley, Labor Counsel to the Board and Myron Plotkin, the NJEA Representative for the Association held conversations in attempts to resolve the two items. “The salary guide issue was the easier of the two to resolve. The Association made modifications fairly quickly to the salary guides which satisfied the Board without affecting any salary increases for the employees.” Plotkin stated. “The extra day for no additional compensation became the stumbling block with the Board continuing to demand the addition of the one day.”   

This remaining issue was finally resolved during the week of the 23rd.  “The members of the Association are reasonable and are professionals. In a good faith effort to bring closure to the dispute and to avoid any further job actions, it agreed to add 15 minutes to the existing 10 after-school meetings in a year which totaled an increase of an additional 2 ½ hours per year.  The work year remained at 184 days.” Plotkin said. “The members of the Association were not happy with adding any additional time to their work day which it had not agreed to during negotiations, but when looking at the settlement in its totality which included increases in salary costs and longevity costs for teachers totaling 4% each year for 5 years, and 3% each year for the support staff, plus other improvements to the contract for all employees, they agreed to the additional 2 ½ hours per year to put an end to the contract dispute”.    

While this agreement resolves the negotiations for the contract which is retroactive to July 1, 2015, the Association is awaiting notification that the Board has withdrawn its unfair labor practice charge which it had filed against the Association. 

The Board had asked PERC to issue a temporary restraining order against the Association prohibiting it from making statements threatening the withholding of services which was initially granted. The Association appealed that decision and the courts stayed and lifted the restraining order pending a full hearing on the matter.  Now that the negotiations have been resolved, the Association had been advised by the Board’s labor counsel that the Board would be withdrawing its charge.

In other labor matters, on December 10th, 2016, Arbitrator Robert Glasson issued an Arbitration Award sustaining the position of the Association that the Board and Administration again violated the terms of the collective bargaining agreement. 

The arbitrator ruled that the language in the contract was clear and unambiguous and that the Board had violated the contract by failing to compensate three assistant wrestling coaches as prescribed in the contract. The Board was ordered to pay three assistant wrestling coaches $764 each.

According to Tarr, “The Association is expecting another arbitration decision within the next week or two regarding the Board’s failure to properly compensate class advisors. In addition, the Association is scheduled to attend a conference in Trenton in March regarding an unfair labor practice charge it filed against the Board and Superintendent John Keenan for having direct communications with the membership of the Association, thus circumventing its leadership which we believe constitutes an unfair labor practice by the Board and Mr. Keenan.” said Tarr  “I asked Mr. Keenan on many occasions that all correspondence or communication regarding Association business be directed to me as the President. Mr. Keenan has continually disregarded my requests and has stated that he will continue to communicate with whoever he pleases.” said Tarr.

Both the Association and the Galloway Twp. Council took formal “Votes of No Confidence” in Mr. Keenan as Superintendent. The vote of no confidence remains in place according to Tarr. “The issues stated in those votes have not really improved or changed. What is really needed in this district is a change in the leadership so that this District can regain its reputation and respect of the staff, parents and community.  The disruption that has occurred in this district since Mr. Keenan’s arrival has done nothing to enhance our reputation and appears to replicate the issues and problems that were present in Mr. Keenan’s former district, prior to his departure.” Tarr said.

 The Association has filed numerous grievances since the arrival of Mr. Keenan and has been successful in pursuing those grievances to arbitration according to Tarr.

Plotkin, who has represented the Association in the negotiations and arbitrations in the district said “This Administration has done nothing but waste taxpayers’ dollars on unnecessary legal fees to fight the Association and then lose the cases.  It appears that the Board blindly follows Mr. Keenan and the advice of their labor counsel, Joseph Betley. Quite honestly, we have doubts that the Board members are made fully aware of many issues.  That is reprehensible and shows a complete disregard of the proper and best use of tax dollars and only demonstrates a lack of leadership in the District.” Plotkin stated.

Tarr said that “To date, the Board’s costs for legal services for negotiation services and representation in the numerous grievances filed by the Association has exceeded $170,000. These costs are in addition to unexpected additional costs for change orders for the construction taking place at Oakcrest.” 

Tarr questioned whether or not the entire Board is being made aware of these arbitration cases and have actually read the arbitration Awards. “If the Board has not been made fully aware of these awards or has not bothered to read the entire Awards to see what the arbitrators had to say, well then shame on them.” she stated.  “If they have read them and just don’t care or blindly follow the Superintendent and/or labor counsel, well then again, shame on them also!  Continually losing these cases should send a message to the Board and the community regarding the decisions by the administration and what has been occurring during the last 2½ years since Mr. Keenan has been Superintendent. Hopefully, the parents and community will say at some point, enough!” she concluded.        

Galloway Police Seek Witness in Motor Vehicle Collision the Killed Pedestrian

On February 6, 2017 at 5:48 p.m., a pedestrian was walking in the roadway on Chris Gaupp Drive in the area of Garfield Avenue in the Pomona section of Galloway Township when he was struck. 

The pedestrian, later identified as Thomas G. Langlois, 35 of Elwood was struck by a 2007 Toyota Camry driven by Bhavin Raval, 27 of Galloway. Raval was traveling north on Chris Gaupp Drive.  

The impact to the pedestrian proved fatal and he was pronounced deceased on scene a short time later by the New Jersey Medical Examiner’s Office. The driver sustained no injuries in the collision. 

Chris Gaupp Drive between Garfield Ave and US Route 30 was closed for approximately three hours while the scene was investigated. Anyone having information or who may have witnessed the collision, please contact Officer Steve Garrison or Kevin Costa of the GTPD Fatal Accident Unit. 

No charges have been issued as the case remains under investigation.

Police Investigating Shooting Death of Atlantic City Man; One Injured

ATLANTIC CITY – Law enforcement is investigating a shooting in Atlantic City last night that resulted in the death of one man and injury to another, Acting Atlantic County Prosecutor Diane Ruberton announced.
Atlantic City Police responded on Wednesday, February 15, 2017 at 8:30 p.m. to the 300 block of N. South Carolina Avenue, Atlantic City, for a ShotSpotter alert and 9-1-1 report of a man shot.
Atlantic City EMS personnel and AtlanticCare paramedics also responded to the scene.

Upon arrival, police found Alnijm Dunbar, 41, of Atlantic City, the victim of a shooting. Dunbar was pronounced dead at the scene. Next-of-kin were notified.
Police also found Herbert Jacobs, 33, of Atlantic City, injured. Jacobs was transported to the AtlantiCare Regional Medical Center—City Division for treatment.
Detectives of the Atlantic County Prosecutor’s Office Major Crimes Unit and the Atlantic City Police Department continue the investigation.

Dimitrios Kyroglou, 63 of Norwalk, Ct. was arrested by Ofc. Dominic Fabrizio and charged with Obstruction on Feb. 11
David W. Chesterton, 23 of Mays Landing, NJ was arrested by Ofc. Cody Trout and charged with Shoplifting and Possession of Hypodermic Needle on Feb. 11
Darin L. Brooks, 25 of Newark, NJ was arrested by Ofc. Dominic Fabrizio and charged with Hindering on Feb. 10
Aniyah A. Jones, 18 of Galloway was arrested by Ofc. Kyle Kuhar and charged with Aggravated Assault and Simple Assault on Feb. 10
James R. Justiniano, 37 of Galloway was arrested by Det. Bryan Casey and charged with Possession of CDS and Distributing of CDS on Feb. 10

Absecon Man Injured in Single-Vehicle Crash in Galloway

On February 17, 2017 at 11:59 a.m. Luis Vasquez of Absecon was traveling north bound on Route 9 when he lost control of his vehicle striking a utility pole at Lilly Lake Roadin the Oceanville section of Galloway Township.  

Mr. Vasquez was transported to the Atlanticare Regional Medical Center Mainland Division by the Galloway Township Ambulance Squad with non-life threatening injuries.  

According to Police Mr. Vasquez was not wearing his seatbelt and when he was operating a 2002 Chevy Corvette at the time of the collision.  


As a result of the accident, Route 9 was shut down for approximately eight (8) hours.  Atlanticare Paramedics and the Oceanville Fire Department also assisted at the scene of the accident.  

The accident is being investigated by Patrol Officer Ronald Gorneau of the Traffic Safety Unit, (609) 652-3705 extension 5095.  Charges are pending.   

Galloway Police Catch and Arrest Burglary Suspect

On February 19, 2017, at approx 12:46 pm, a resident alerted Galloway Township Police to the noises of someone possibly burglarizing his neighbor’s home on Ridgewood Avenue.  

Patrol arrived and confirmed the house had been burglarized however the suspect had fled.  A short time later, K9 Sgt Scott Winneberger located William Ireland in the area, on 10th Avenue.  

Another burglary was eventually located on 10th Avenue as well.  Ireland was found to be in possession of stolen items from the burglarized residence.  


After further investigation, Ireland was charged with both burglaries that occurred on February 19th, another previously committed burglary,  theft of a vehicle, and one burglary that occurred in Absecon.  

Ireland is a 49 year old resident of Galloway Township.  He was processed and transported to the Atlantic County Jail on multiple Burglary, Theft, and Criminal Mischief offenses.


Detective Worth, Detective Sergeant Welsh, and K9 Sergeant Winneberger are the Galloway Township investigating  / charging officers.
