MAYS LANDING – An Atlantic City man has been convicted of the armed robbery of a convenience store one year ago, acting Atlantic County Prosecutor Jim McClain announced.
On Wednesday, Feb. 19, an Atlantic County Jury convicted Matthew Bumpers, 24, of the armed robbery of the 24/7 Food Mart located on the 1300 block of Pacific Avenue in Atlantic City.
On the evening of Feb. 12, 2013, Bumpers and an unidentified accomplice entered the Food Mart, assaulted the cashier and demanded money while holding him at gunpoint. The defendants then robbed the store, stealing approximately $200 in cash, cigarettes and a cell phone. The defendants broke the store landline to prevent the victim from notifying police before fleeing the scene.

The victim’s co-worker, who was at the company’s neighboring store one block away, witnessed the robbery taking place on the joint-surveillance system and responded to the scene. The co-worker chased the assailants as they fled the store until they split ways. He continued to pursue Bumpers until he boarded a Jitney. The man followed the Jitney in his car and notified 911 of the robbery.
An Atlantic City Police officer on patrol observed Bumpers exit the jitney while being pursued by the witness. The witness flagged down the officer, who after a brief pursuit, located Bumpers hiding under a deck and apprehended him. Bumpers’ accomplice was never found or identified.
During a three-day-long trial, the State, represented by Assistant Prosecutor Emily Bell, called both cashiers and several police officers to testify. Bell also presented the jury with video surveillance from inside the Food Mart, which corroborated the victim’s testimony.
After only 30 minutes of deliberation, the jury convicted Bumpers of first-degree armed robbery, conspiracy to commit armed robbery, aggravated assault and weapons offenses.
Bumpers will be sentenced by Superior Court Judge Albert Garafolo on Mar. 21, 2014.
He faces between 10- 20 years in New Jersey State prison for the most serious offense.

Anyone with information involving serious crimes is asked to call the Atlantic County Prosecutor’s Office at 609-909-7800 or go to the Prosecutor’s Office Web site at http://www.acpo.org/tips.html and provide information by filling out the form anonymously on the Submit a Tip page. On February 11, 2014, Galloway Township Council appointed a new Township Manager. Susan Jacobucci, who previously served as Director of Finance / Chief Financial Officer in the City of Newark, joins Galloway Township as Township Manager starting Monday, February 24, 2014.

Jacobucci succeeds previous Township Manager Arch Liston, who was hired by Atlantic City to serve as their City Administrator after Mayor Don Guardian took office in January 2014.

According to Mayor Don Purdy, Jacobucci was hired out of a field of twenty (20) candidates. Jacobucci was one of the four candidates who were selected to interview for the vacant position.
Purdy stated, "three of the candidates who interviewed were women, and that I have never interviewed so many attorneys for a job before. We picked the best fit for Galloway Township"

According to the CurrentJacobucci has a long career in public service. She served as Cherry Hill’s solicitor for 10 years before becoming the head of the Division of Local Government Services for New Jersey’s Department of Community Affairs.

Jacobucci was among eight employees from the City of Newark that were let go by Newark Mayor Luis Quintana after former Mayor Cory Booker took office as United States Senator. According to NJ.com "Quintana may have run afoul of state statute by firing his finance director, Susan Jacobucci, Neff said."

Jacobucci stated Mayor Don Purdy called her after Liston decided to join Atlantic City and said, "have I got an opportunity for you." Jacobucci applied and interviewed for the Township Manager position in Galloway previously, but others were selected ahead of her.

According to the appointment resolution in 2014, Jacobucci will earn a yearly salary of $120,000. Former Manager Arch Liston earned a yearly salary of $93,200.

One of the last Managers to earn more than $120,000 salary was former employee Jill Gougher. Gougher previously earned a combined salary of $127,000 as Township Manager and CFO for Galloway Township.

Some members of Council confirmed to Galloway Township News that they were not aware Jacobucci's salary was already determined until Galloway Township News obtained a copy of the resolution. Although the salary was listed on the resolution which Council voted on and approved, it was stated, the resolution was not presented to Council until just before the Council meeting began.

The resolution also gives Mayor Don Purdy the authorization to sign an agreement between the Township and Jacobucci. Members of Council have yet to review the agreement, although concerns were stated to Galloway Township News with Purdy already given the authorization to sign the agreement, Council may not review and vote on the agreement prior to the Mayor signing the agreement.

NJDOT Launches Statewide Pothole Repair Campaign

$

Motorists should expect to encounter work crews over the next several weeks
(Trenton) – New Jersey Department of Transportation Commissioner James Simpson today announced a concentrated effort that will extend into the spring to repair potholes across New Jersey.
Severe winter weather has produced extraordinarily high numbers of potholes on state highways, creating hazardous conditions for motorists.

To deal with potholes in the most aggressive and efficient manner, the Department will be allowing crews through the state to close travel lanes where necessary during daytime hours, including during peak travel times for priority repairs.
Where possible, crews will limit their daytime work hours to 9 a.m.-3 p.m., per standard protocol, and will try to avoid working in travel lanes carrying traffic in the peak direction during peak times.  However, motorists should expect to encounter maintenance crews making priority repairs any time of the day or night during this campaign.
The Department will be using Variable Message Signs to alert motorists of the campaign and, to the extent possible, of lane closures that could result in temporary travel delays.  Detailed current repair locations will be posted on a continual basis on www.511nj.org.
In addition to the Department’s usual pothole repair methods which in the winter months include cold patch material and pothole-filling machines, the Department has hired a contractor to complement these efforts.  The contractor, Schifano Construction Co., will be purchasing hot asphalt from plants and will use this material to make repairs to individual potholes and to entire sections of damaged highway.
To illustrate the severity of the pothole situation, NJDOT typically repairs about 160,000 potholes per year.  In just the past five months, NJDOT has filled about 100,000 potholes.

To report a pothole, call 1-800-POTHOLE or use the reporting form on the Department’s homepage at www.nj.gov/transportation.

The absence of a Galloway Township Public School Principal has caused great concern within the parental community of Galloway Township.

Over the past week, Galloway Township News has been contacted by several parents inquiring as to the reason a Principal in the district was out on paid leave.

According to Dr. Annette C. Giaquinto, Superintendent of Galloway Township Public Schools, "John Gibson, Principal of Arthur Rann Elementary and Pomona Preschool, is currently out on leave." Giaquinto made that statement in a letter sent home to all parents with children in those schools on February 20, 2014.

Giaquinto stated, "because this leave is of a confidential nature, I am not able to provide you with any information at this time. I will update you as soon as possible." That statement has raised great concern in the community as parents continue to send their children to school with the unknown of what the issues are with Principal John Gibson.

"Please be assured that through the leadership of experienced Assistant Principal, Mr. Kevin McGloin, and with the support of central office administrators, the schools are being well-supervised and managed. Of course, the faculty and staff are working in a supportive manner with Mr. McGloin and each other. The focus remains on the education and safety of the students" Giaquinto said.
Gibson who earns an annual salary of $129,145.92 plus $4,000 in additional stipends, has been out on 'Paid' leave described as "Other" leave since January 30, 2014.
From January 30th to February 14th, Gibson received this 'other' paid leave without using any of his accrued time. Gibson has started to use his vacation time which began on February 18th and is still currently listed as being out on leave.
The letter to the parents by Giaquinto alerting the parents of Gibson's confidential absence didn't go out until February 20, 2014. Parent's have raised concern on why the letter took so long to go out.
Giaquinto confirmed to Galloway Township News that Gibson's absence is that of a 'personnel matter' and further confirmed as of February 27, 2014, no incident reports have been filed.
Giaquinto responded to additional questions posed regarding allegations against Principal Gibson by stating, "We will review your requests with our attorney and will reply in accordance with board policy and the law."

The notification of Principal Gibson's absence comes on the heels of the public outcry against the suspension and possible termination of Mullica Township Kindergarten teacher Kelly Mascio. Read more here online.
Galloway Township News is following up on additional leads and accusations regarding Principal Gibson and will alert the public as soon as confirmed information is received.
